Jose Puppim

Chair in Climate Change, University of Manchester

Jose Antonio Puppim de Oliveira is Chair in Climate Governance and Global Development at the Global Development Institute, the University of Manchester (UK) with a joint appointment as Professor of Public Administration at FGV EAESP, Brazil. He is also Visiting Chair Professor at the Institute for Global Public Policy (IGPP), Fudan University, Shanghai. He has extensive international experience in research and management in governance, development studies, environmental and urban planning, management and climate policy. His expertise and policy interests concentrate in the political economy of institution building and policy implementation at different levels, looking at how global environmental change and local institutions are interlinked to steer local governance and action. His experience comprises work in more than 20 countries in all continents. He has been an instructor, consultant and researcher for several organizations such as different United Nations agencies, the OECD, the World Bank, sub-national and national governments, and various NGOs and small and large firms. He held positions of Senior Research Fellow and Assistant Director of the UN University Institute of Advanced Study of Sustainability (UNU-IAS) in Japan between 2009 and 2015, where he led the Sustainable Urban Futures program. Previously, he worked as faculty member at the University College London (UK) and the University of Santiago de Compostela (Spain) as an EC Marie Curie Fellow. He has extensive experience in leading international research projects and editing multi-authored publications. He has published twelve books and more than 120 articles in peer-reviewed journals. His publications have fed international policy processes (e.g., IPCC and GEO reports). He was editor-in-chief of the journal Public Administration and Development (PAD, Wiley) between 2010 and 2022. He has served as a member of several journal editorial boards and advisory panels, such as Sao Paulo State Research Foundation, Belmont Forum and Wellcome Trust. He is listed among the most influential researchers worldwide (https://elsevier.digitalcommonsdata.com/datasets/btchxktzyw/6) and the most cited scholar of political science departments in Latin America (https://doi.org/10.1017/S1049096524001239). He was nominated Coordinating Lead Author of the Special Report on Climate Change and Cities (SRCities) of the Intergovernmental Panel on Climate Change (IPCC).
